Brief Answer:
Not safe for prolonged use.

Detailed Answer:
Hi,

Thanks for writing to us.

Flutivate is a steroid ointment.
It is safe to use only with medical supervision and that too for short duration only.

In my opinion, it is better to re evaluate his skin problem.
From your description, it looks like atopic dermatitis or dry skin.
But it could be a fungal infection too.
Why don't you send us some pictures of the rash if possible?
That will help in identifying more.

Meanwhile apply moisturising lotion like dermadew daily after bath.

Wishing your child good health.
Regards
Dr Arun
