The symptoms you describe should direct us to rule out infection there. These can be sexually transmitted infections most of the time.
Having an ultrasound examination and a urinalysis and culture are first easy tests and also if possible some tests to rule out chlamydia and gonorrhea which might cause urethritis (penile pain), orchitis (scrotal pain) and prostatis (abdominal pain).
Rarely testicular pain can be due to testicular torsion but would be mostly one sided pain and is a medical emergency with surgery needed to save the testis (not sure is the cause in your case but the ultrasound will help rule it out)
Please see your doctor as soon as possible for a thorough examination and other tests as mentioned. Meanwhile for you to get some comfort you can take Diclophenac 75 mg twice a day after food, with paracetamol 1 g every 6 hours and also some cold compresses several times a day locally to reduce inflammation and pain. Drinking plenty is advisable to flush out the system.
