Management of cervical pain depends upon magnetic resonance imagine (MRI) SCAN REPORT, and not CT.
So you need to get MRI CERVICAL spine done.
And for now please share CT report first.

Asymmetry in the size of vertebral arteries, right vertebral artery is extremely small in caliber compared to left, however both the vertebral arteries are well opacified and no evidence of thrombosis seen.

No evidence of hemodynamically significant arterial stenosis or aneurysm on this study.

No significant intracranial abnormality is noted.

For disc bulge, you need to start physiotherapy first.
Use cervical collar during day time.
Use neuropathic pain reliever medication like pregabalin.
If already doing all these things but still not improving.
Then only option left would be neurosurgery.
