Brief Answer:
steroid creams, emulsifying cream

Detailed Answer:

Hi,

Eczema does not commonly present in the scalp though it can occur on any area of skin.
Would cause intense itching with bumps appearing soon after. Redness may also occur.

Treatment of eczema involves use of a steroid cream twice daily (eg hydrocortisone though stronger strengths may sometimes be needed) along with an emusifying agent (something to soften the skin)

Oral steroid are sometimes needed for a short time.

Fungal infection of the scalp can also present in this way but the appearance of the rash when examined, is slightly different. This rash may sometimes be circular with scaly edges
Fungal rash of the scalp is common

Treatment involves the use of antifungal shampoos such as ketozal shampoo which should initially be used multiply times a week (approximately twice). It is supposed to stay on the scalp for about 5 mins at least.
An anti fungal cream such as ketoconazole or econazole or clotrimazole, can also be used.

Because the treatment can vary, you may need your doctor to determine the exact cause of your rash

I hope this helps, feel free to ask any other questions
