Brief Answer:
It can

Detailed Answer:
Every test has limitations and that is why you have to know what you are looking for first. CT scans are older technology and do not show as much detail as MRI but function in the same way. both MRI and CT scans show structural changes so if the symptoms you are experiencing are caused by a permanent structural change such as stroke or tumor than they would show up. Tell me a little more about the story and maybe I can help.
