Yes, polyps can form on the tonsils. There are one of the possible masses that can be found on the tonsil.

Other masses include cysts, abscess formation, cancerous lesions. Polyps are usually benign (non cancerous) but to ensure that this is the case, the polyp, when removed would be sent to the lab for analysis. This is the only way to precisely determine the nature of the mass seen.

Polyps are outgrowths along any surface. They can occur in different aspects of the body including the nasal passages, the colon, uterus as well as the tonsils. They are usually benign growths.

The exact reason for polyp development is not completely clear though the present theories are that it related to persistent inflammation or genetic predisposition.
These are only theories at the moment.
