Both these drugs belong to same class of anti depressants that is SSRI (Selective Serotonin Reuptake Inhibitors).
Taking both the drugs will cause excessive sedation with no much extra advantage.
So, only one of the two is prescribed at one time.

Is their a better medication to take with the paxil that will not cause extensive sleepiness?

There are many but all depends on the indication and the need.
For Anxiety purpose I prefer to give my patients Etizolam 0.5 mg at night with Paxil.
It helps a lot with no morning drowsiness.

Different medications have been tried but none of them have worked. Has been on Paxil for a long time. All blood work good, heart and lung are good. Has low blood pressure but is taking meds to bring it up. Major depressive disorder. No signs of suicide. Symptoms: No desire to do anything, sleeps a lot, loss of appetite and has lost weight. extreme fatigue, hard time remembering because of lack of concentration. He wants to get better but is just so tired.

At this age old age related senile dementia should be ruled out. Many times we relate all symptoms to depression but they might be a part of Dementia.
Get his MRI Brain done.
Seek a neurologist opinion.
As far as anti depressants are concerned he can be given Paxil and Etizolam that would control his Anxiety.
But I have a strong doubt of Age related dementia.
Get him investigated.
