Question: I would like to know the the HIV transmission risk when the penis is rubbed on the body. To give more context, the activity started with a condom-covered-penis being inserted into a heavily lubricated vagina. This may make condom covered with some vaginal fluid. Then the condom-covered-penis is rubbed on the stomach of the girl. Now the vaginal fluid is on the stomach of the girl may be in the form of a layer. The condom comes off. The rubbing continues for a second or two in the same region on the stomach and then moves on to breasts where the guy eventually comes. Is there a risk here.

First of all, that girl is not necessarily infected with HIV. In this case there is no risk for you with HIV.
Even if we considered that she is a HIV positive women and if she is on ART drugs and have a undetectable viral load, then also the chance of getting infection is remote possibility.
More over you had a protected intercourse.
Vaginal fluid over the outer surface of condom came in touch with her abdominal wall, which in turn came in touch with your uncovered penis during rubbing has a negligible risk for HIV infection. Nothing to worry.
