Question: could purplish blue feet and a left discolored hand be a sign of heart failure, also could bad circulation cause gliosis on the brain, and what is chronic pre vascular disease, please

These are not signs of heart failure. Heart failure signs are mostly due to fluid retention like swelling of feet , breathlessness , liver enlargement etc
Kindly send me the photograph of affected foot so that it can be better interpreted.
Apart from it , if I am your attending physician I will get the duplex scan of your both legs so that any vascular pathology ,if there ,can be be picked.
There is no medical term like chronic prevascular disease.
Vascular disease are there like arterial disease , venous disease and mixed one.
In arterial disease there is pallor , coldness and pain. In venous disease there is swelling , warmth and skin changes. Both leads to skin ulceration.
