Suggest Remedy For Concussion Causing Slurred Speech, Headache, Sensitivity To Light

My Dad got concussion 24 hours ago and was also knocked out 4 to 5 minutes. Still has symptoms: slurred speech, headache, stumbling, slow responses to questions, sensitivity to light and noise, weird sleeping, saying out of the ordinary comments. He took four ibuprofen. What is the best course of action?

He needs to get to the ER now
He needs an exam and a ct scan of the brain since it's very likely he has an intracranial hemorrhage
