Lost Right Leg, Cannot Walk On The Other. Need A New Knee Cap For The Good One. Suggestions ?

When my brother was 11 he lost his leg. Now he is 27 and cant walk on his good leg. He has been to a doctor but all they have told him is take off work and then prescribe him painkillers. He said he just wants to cut of both legs. Right now he thinks he needs a new knee cap in his good one. His right leg is cut off at the knee and his left is full. He needs help and cant take off work
