It seems like a severe throat infection with voice abuse. Please give voice rest for a day, do warm saline water gargling and you may be required to take a course of antibiotics. Talk to your doctor about it.

Hello Thanks for asking Cocaine, alcohol and smoking in heavy dose has resulted in laryngeal injury and this is the cause of severe cough and decrease in voice. Take complete rest to voice. Gargles with warm saline water three to four times will help in early recovery. Take any OTC painkiller to decrease inflammation. Steam inhalation will also help. Avoid cocaine and smoking in future.
