Welcome to H.C.M.
Dear friend some people have low white cell count but they are asymptomatic.Your white cell count 3.9 is near normal.
As you told that your monocytes is 10.6 (just increased ) , i advise you for repeat complete blood count and ask your doctor for peripheral blood film. This will help to rule out any kind of blood disorder and help for further investigation.
Thanx for query.
