Pitting edema of the lower limbs could occur due to several cause including anaemia, low protein level, liver disorders, kidney disorders, underactive thyroid and heart failure. It could also occur if he has varicosities of the lower limb and his job involves prolonged hours of standing. The exact cause has to be determined after doing blood investigations and cardiac investigations if required. I suggest that you consult a physician for the same. Brown itchy patches on the limbs may be due to eczema. If he is having varicosities, it could be a part of venous eczema.
