What Is The Reason I Have Pea Sized Red Area On My Lower Leg ?

Hi I have a pea sized red area on my lower leg. It is slightly bumpy scaly sometimes and feels dry. Sometimes it looks like its going away and other times its brighter in color. Help! I have no idea what this is. I am a 25 yr. Old female.
