What Is The Cause Of Deflated Scrotum?

I have a handicapped son 13 and sick with a respiratory infection ....possibly dehydrated...saw dr yesterday..today his scrotum seems??? deflated.. some thing is different can illness and dehydration cause this? He is tube fed and has a tracheostomy. started z-pac and increased H 2O
