What Does This MRI Report Of Spine Indicate?

Hi, my husband just had a mri it states that he has a mild disc bulge without focal protrusion and o neural impingement in L3-4 and in L4-5 mild bulge with minimal facet arthropathy. no focal protrusion, no neural impingement. previous had surgery on C4-C5.

has not gotten any better since surgery pain had move to buttocks and legs. What does he need to do to fix the problem.
