What Does "Abnormal Signal Changes Of The Left Basal Ganglia" Indicate?

My church mate who is male, 52 year old suffered from TB Meningitis, he had an episode of speech difficulty, motor and memory problem, Recently the MRI result Abnormal signal changes of the left basal Ganglia, Insula & frontal & temporal Operculum, this is suggestive of Ischemia/Infarc probably secondary to Arteritis
