Hello
It seems like you are having white layer on the eye lashes. This can be because of chronic blepharitis. The treatment of the condition is by lid scrubs and using antibiotic eye ointment and sometimes antibiotic with steroid ointment depending on the condition and as advice by your eye doctor.

Thank you
