What Could Cause Itchy, Swollen, Red Arms While Being On Medication For High BP And Diabetes?

My mom has type 2 diabeties, high blood pressure and takes medication for this for the past 15 years. All of a sudden, a few months ago, her left arm started to swell. It became very itchy and red. The lower part of her arm had clear liquid oozing out(very little). She was in pain. She received antibiotics in pill form and topical cortisone 1%cream, plus Benedryl in pill form to take at night. The swelling went down and the arm is back to normal but she still feels itchy. The doctor is still wandering what to do. What would you say it was and what could she do to alleviate the itchiness, which is being felt in the back of her thighs, her neck and shoulder blades?

The itchy and swollen arns with oozing fluid can be due to an infection like cellulitis in the area which is usually seen in uncontrolled diabetes. A direct examination is needed for diagnosis.
