What Causes Stiffness In Neck, Tightness Around The Rib Cage And Shortness Of Breath?

For about a week now I have an increasing stabbing pain between my shoulder blades with stiff neck and left sided migraine. I am experiencing some tightness around my ribcage. I have some shortness of breath and dizziness. I do not have a fever or high blood pressure.

I can understand your concern.
By your history and description, possibility of stress and anxiety related symptoms is more but better to rule out Pulmonary causes like asthma or bronchitis first.
So get done PFT (Pulmonary Function Test).
If this is normal than no need to worry for major lung related causes.
Your symptoms are mostly due to stress and anxiety.
So consult psychiatrist and get done counseling sessions.
Try to identify stressor in your life and start working on its solution.
You may need anxiolytic drugs too.
Don't worry, you will be alright.
Avoid stress and tension, be relax and calm.
