Understanding your concern. As per your query your child have symptoms of small white spots on upper check in children, most probable cause of these white spots is fungal infection. Need not to worry. There are certain factor which favor fungal infection like excessive exposure to sunlight, excessive sweating and humid environment. I would suggest you to -:
-Protect your skin from sun exposure .
-Use anti fungal cream containing clotrimazole and apply it twice a day .
-Wash your face twice a day with mild soap .
-Apply turmeric paste this will also be very helpful.
If symptoms persists for more then a week or get worse consult dermatologist ,so that doctor can evaluate properly to rule out other conditions like vitiligo and may prescribe you oral antifungal or topical steroids.
Hope your concern has been resolved.
