What Causes Redness And Tingling In Scrotum?

I have a red scrotum and tingling feeling when i sit down ,seems to go when i lay down or walk about. Have been to a clinic and been tested for all STIs and every test has come back negative i have been assured by the doctor that there is no infection. What could this be

-Apply some ontment to lubricate and things my go.
