What Causes Red Specks On Feet And Lower Legs?

Recently had CT shows abdominal aortic atherosclerosis without aneurysm. Bladder was decompressed but otherwise unremarkable. However, I believe my bladder has dropped because I have a large lump protruding. I don t have any of the other symptoms of dropped bladder. Today I noticed a lot of tiny red dots on feet, ankles and lower legs with edema. I have an appointment with OBGYN and Cardiologist. But does these red dots mean I need to be seen sooner?
