What Causes Recurrent Redness On The Penis?

I get rednes on my pinis then it goes away it gets back to normal then I get rash looking on my pins ive tried medicated powder but it comes back my whole pinnis I mean just the head its back like normal I also have redness in thy what can I do. sorry but I don t have a credit card, maybe next time ime really sorry
