What Causes Pimple Like Spots On Penis?

I have a circumcised penis and have had these pimple like, spots on the under side of my penis near the glans and foreskin, they are a red/white colour and similar to little pimple or blisters they have been there over a year domes go bigger n sometimes smaller...They do not cause any problems apart from their appearance , never itch and sometimes they go scabby and can cause a burning sensation if they are irritated .
