What Causes Lumps At The Base Of The Penis?

On the bottom side of my penis, I believe the tube that lets men urine/release sperm.. there are a few bumps on the sides of the outlining of that "tube". I have looked at them closely before.. and I don't believe they have grown any. I also looked up pictures of genital warts and Those are ruled out. What could this be?
