What Causes Dry Red Scaly Patches On Chest And Belly Button?

my boyfriend has dry red scaly patches on his chest and inside his belly button. they don t hurt or itch. it started off about a month or two ago just on his belly button and a small one on his chest, now it seems to have spread a bit more on his chest. they re not hugely noticeable or anything (aside from on his belly button because you cant see a regular belly button hole, just a red scaly patch) and arent big patches. what is this?!!?!
