Hello,

Dizzy spells in a patient diagnosed with bowel cancer who has taken a break from chemotherapy is commonly due to anemia, when you have abnormally low levels of red blood cells. It can be due to inner ear problem that is affecting the balance (BPPV). Since the blood pressure is high; limit the salt intake. Anti - vertigo medicines are effective to reduce dizziness.

Dizziness can be indictive of stroke, you are suggested to get your brother clinically examined or a follow up check up & investigations / imaging tests done to get him treated if some pathology is detected. His treating doctor may refer him to an ENT if needed for treatment of vertigo. In the meantime, give him home made diet as prescribed by your treating doctor. He may need blood transfusion if anemia is detected.

Take care. Hope I have answered your question. Let me know if I can assist you further.

Regards,
