What Causes Developing Brown Spots On Penis?

I noticed a few brown spots on my boyfriends penis. From what I ve read if there isn t any redness,blistering etc there is nothing to worry about however I have been with my boyfriend 6 years and these spots have multiplied so now it s a noticeable amount of random spots a long the shaft. He is light skinned and has a few light freckles on his face. Is this something that occurs in men with freckles?
