What Causes Delayed Periods When Suffering From PCOS?

I am 23yrs diagonised PCOS. I took Duphaston for 4 months and stopped, and latest pelvic scan result is normal uterus 7.0 x 3.3 x 3.8cms.Endometrium normal thickness 8 mm.Right ovary measured 3.2 x 1.3 x 2.5cms(volume = 5.8cc) Left ovary measured 2.8 x 2.2 x 2.3cms(volume = 7.9cc.). Now I am taking Siphene and BLong F from last month in order to conceive.Last month I took Siphene 50mg and my periods came on 28th day.This month I took Siphene 100mg and took Ultrasound on days 11,13 and as I dint ovulate till 15th day, they gave me a HCG Injection.
Question 1:Today is my 31st day and still did not get periods.I took a home pregnancy test today but it was negative.Is it too early to take test?Or will there be such delays as my periods were always irregular?
But I got it sharp on 28th day last month after taking siphene 50.
2.When I consulted another doc as we moved to another country,she told that I'm not having PCOS.Several other scan doctors also told the same while doing an internal pelvic scan.Could that be possible?Because initiallly,my left ovary volume=11.4cc and Right was 8.6 and after taking Duphaston it reduced to the latest volume that I mentioned before.
