What Causes Cloudy Urine With Pain?

I have cloudy urine but no bladder infection. sseveral bladder tests show this result. tests show elevated bun and I have type 2 diabetes. in last month started hurting like when have bladder infection --but no infection. Now the pain getting very strong when only small amount of urine is passed.
