Suggest Treatment For Rashes On The Arms Caused By Chlorine

my mom lives in Arizona and she was swimming everyday for 32 days in salt water at the pool it is supposed to be good for skin but she start getting a itchy rash on arms she walks in water then she stop because it began spreading today she went to same day clinic and they said that is due to environmental things like trees or flowers and not the water but when there was chlorine in the pool she used to break out and often suffers from fungual problems they gave here steroids do think it could be the water
