I am not able to pull my son s penis foreskin completely as he said its painful. If i do not do that its ok.My husband thinks it is serious as it might accumulate fungus and he will get an infection.I am able to pull down slightly ,the left hand side seem stuck as there is white stuff underneath, the right hand side seems ok,is this bad.

Hi.... what we are dealing with here is smegma at the penis. This is a quite common problem in male children. You need not worry about this. But this is or might be a precursor for infection as your husband has rightly quoted. Now a days steroid creams are being used at the foreskin like a massage like therapy so that it nicely opens up and we can avoid circumcision. I suggest you consult your pediatrician regarding this.
