From what you are describing, the most possible cause of the symptoms you describe is a common cold which might have been complicated with a otitis media (middle ear infection). You might need to send your daughter to the family doctor, so he confirms the ear infection by looking to the ear with an otoscope. In this age most probably she will need antibiotics. Also, make sure to use Paracetamol or Ibuprofen in the right dose for her weight, in case she has fever, and if she is irritated, because she may need help with the pain.
