Should I Meet Neurologist Or ENT For Dizzy Spells And Hearing Problems?

for the past 3 years, I have been having dizzy spells. problems with my hearing in left ear. I have seen ENT drs. also
neurologist to no avail, I need to see someone because it is no better, do not know whether to see a neurologists or ENT can you advise? ty
