Penis Becoming Red After Sex, Itching, White Bubbles. Disapperas After Applying Betnovate Cream. Opinion?

On my penis below the skin, the area goes red when i have sex. It doesn't happen just after the sex, but after one day or so. If left untreated it start itching there, and later small white bubbles like spots appears on my penis (inner side). if i apply betnovate C cream, the problem disappears. But later the problem arises again after the sex or even after masturbation.
