Itching And Discharge From The Scrotum. Tried Neosporin. Need Help

In recent days I have developed itchiness and sticky leakage around my scrotum. I can take a shower but the wet stickiness returns a few minutes after drying up. I have put cotton gauzes on my scrotum overnight only to still find the gauze and underwear leaked through. The itching has tampered down a bit but comes back with intensity while sleeping when I get nighttime erections. I have applied Neosporine, alcohol over the area but the stickiness and sensitivity continue. Any suggestions what this might be?
