Looking at the lab report, I would suggest that your friend definitely requires anti-viral treatment.
There is a high likelihood of her developing hepatic damage in these levels and she requires treatment at the earliest. The important risk include hepatocellular carcinoma and cirrhosis.
She can go to any internal medicine specialist if an hepatologist is not available.
