How Can Severe Pain Due To Osteoarthritis Be Treated?

I was on Percocet 10/325 for Ankaylosis of the spine Severe pain from 4 back surgies. My pain specialist who I worked with to my own detriment trying other non RX over the counter meds . I had temporary success with Curaminn with pepper. I had an allergic reaction in the form of hives. My pain management MD. titrated me down to 5/325 mg. I wake each day in agony. I am a retired Nurse and know patients taking Morphine for the same condition I limited myself to only toke my pain med twice daily. Whenever I went back for a new RX I always had left over medication, and was commended for the same. I was not titrated down to 2.5 mg . He has refused to write another Rx for the above. Do I have recourse? I am Licensed in NYC for 49 years. and would like to return to some light work but cannot get out of the house without difficulty when not on pain medication. I had 4 spinal surgies and have rods @ 4 levels. I also have DX of Osteoarthritis. I had both hips replaced and my Rt. knee. Please advise me and excuse any misspellings.
