Hello.
Welcome to healthcare magic
How long you have been having this? If it is a cold sore it will last only for few days. It usually will have grouped tiny tiny blisters which will break down to form shallow ulcers. It is unlikely to be cold sore.
I am thinking of Mucocele, it is a cyst because of blocked salivary gland. Usual site is lower lip. Kindly consult a dermatologist for confirmation.
Hope this helped
Take care
