Does The FL Measuring Less Than 5% Mean Dwarfness In The Baby?

I had a scan at 26 weeks 6 Day, and my measurments are BPD -- 68mm, HC -- 242 mm,AC 222mm and FL is 44 mm. Sonographer said that FL is measuring less than 5th percentile.. what does this mean... will it mean dwarfism or just that baby can have short legs?

the FL/AC ratio is 19 , which is normal. hence no dwarfism.the main parameters of consideration are BPD,HC and AC , FL. AT 26 WEEKS THE scan report is normal.
