Diagnosed With COPD & Chronic Bronchitis

my cousin (55 yo F) has been diagnosed w/ COPD & chronic bronchitis - she was prescribed oxygen & abuterol - she has run out of the abuterol & is waiting for an appt to see a Dr., has no insurance & unable to work outside the home (she keeps house in exchange for room/board) so is trying to get disability... in the meantime, her mother sent her some Peforomist (extra that she had, she also has COPD) & my cousin has been using that in the nebulizer - - doesn t seem to be working as well for her - but she has no other choice as the earliest Dr appt she can get is on the 28th - but she has no energy & her chest is heavy - I m worried about her, but I cant afford to pay for her Dr bills either.... are the 2 drugs comperable or is she just wasting her time/health using the Perforomist? The only way she got the ox & abuterol was after she was hospitalized for a couple of days & they set her up w/ it... but has to see a Dr to get full prescription - 28th is a long way off - any advice?
