Child Have Problem In Leg. Had A Surgery For Bow Legged But Still Can't Walk Or Run. Is It A Serious Problem?

My grandson was told he was bow legged
They did surgery broke his leg and put in. A plate he still can not walk right seems worse . He can't run or even get up like a normal child . Looks like a pocket of-fluid but they say its a muscle . Should I be concerned . He is only 12 sad to see he can not play like other kids do
