Child Has Congestion. Prescribed Asthalin And Zerostat. Safe Medicine?

Hello, My son is 6 years old. He has severe congestion and steam inhalation and bricanyl syrup is not helping him. So his pediatrician told to use 'Asthalin' with the 'zerostat VT spacer' and give 4 puffs 3 times a day. She was mentioning that it is better than the syrup and more effective. I am just worried that since this medicine is for Asthma, it is safe for my son to use it? He does not have asthama as of now. But will this medicine get his body addicted to this medicine and other side effects. I am confused. Please advise.
