Can Lactation Be Induced After Tubal Ligation?

My Wife had undergone family planning operation after giving berth to 2 kids in year 2005. Her brother s wife had given birth to a baby boy, but she is not getting milk in her breasts. there is some problem with her. Now my wife wants to feed baby of her. Is it possible that my wife can feed milk to the baby, after family planning operation in year 2005
