Can Bacterial Infection Cause Blood In Urine?

My daughter has had 1 UTI and 1 Bacterial Infection during the past 2 months. She now has a slick discharge, frequent urination and recently she said she passed something orange looking with her pee. Just today she now has blood when she wipes, however, it is not like period blood. The last doctor's visit she had extremely high protein in her urine (300?) and they said she had a bacterial infection. Now she has another infection. Does she need a urologist? She isn't throwing up or running a fever and it isn't painful when she goes, she just said that it feels weird. Thoughts?
