25 year old with low muscle mass on one biceps, loose shoulder. Difficulty in holding hand straight. Need treatment?

hi. i m 25 year old...i have low power of bicep muscle with less mass in my right hand shoulder as compare to left hand....and i had a deep dimple between shoulder and chest.....when i raised the hand it shows more deep....i feels some looseness or instability in shoulder......and also fell stretch when i lift some weight...fell continuous pain and feel numbness in two little finger ...fell pain in neck....right hand shoulder side with stretch in colar muscle...i cant hold straight forearm for a minute....
