Brief Answer:
Look like fungal infection or tinea.

Detailed Answer:
Hello,
Thanks for the query.
The lesion is typical of fungal infection or tinea.
She can try over the counter available antifungals-steroid combination like clotrimazole-betamethasone(candid-B is a popular brand) for symptomatic relief. Make sure that she has to clean the area with soap and water and allow to dry before applying the cream. It takes one or two weeks to resolve the lesion and she has to apply creams one more week even after disappearance of rashes.
If she having itching, she can take antihistamine like cetrezine (available over the counter) for symptomatic relief.
Personal hygiene is important and she can use clotrimazole lotion to cleanse your genitals.
Hope I have answered your query.
Thanks
