Why Would Progesterone Count Be Low On Day 22 In A 27 Day Period Cycle?

Question: please please help I had a day 21 progesterone (actually taken day 22 because of bank holiday) it came back at 4 I have just start period today why was it so low i am worried I haven't ovulated and I am trying to conceive my period is a 27 day cycle is this why it was only 4?
clearblue fertility monitor showed peak on day 16 and 17 so may be day 21 timing was wrong?
